Presented at UN-Habitat's World Urban Forum (WUF9) in Kuala Lumpur, February 2018. The Territorial Strategic Plan for the Matanza Riachuelo Basin is a reflection of the living process that is being carried out seeking to achieve the necessary consensus to promote a sustainable development model in this territory. It is a participatory proposal that incorporates the Basin into the National Strategic Planning process, integrates with the Comprehensive Environmental Sanitation Plan of the Matanza Riachuelo Basin Authority, dialogues with the Comprehensive Planning Plan and is framed in the New Urban Agenda 2030 , raised by UN-Habitat in Quito 2016.
It takes as a fundamental premise that 'there is no sanitation without planning the territory' and its main objective is to implement a strategy of territorial impact agreed between those responsible for planning of the different municipalities of the Cuenca in order to advance together with a guiding idea for the territory, always prioritizing the improvement in the quality of life of its inhabitants.
